Northampton are looking for players but have to compete with the Championship for new players.
Gray said, "We missed out on signing someone last week. We thought we had someone lined up and they ended up going to a Championship club. That's what we're trying to compete with, and unfortunately things like that are going to happen."
"Everyone seems to be competing for the same players, we're all looking to see who's not playing for the teams in the Premiership and the Championship. We move on and keep looking, and fingers crossed we'll get someone in soon."
