The Cobblers are hoping that the council will use land owned by the club for a new district centre which would provide funding for the redevelopment of Sixfields - but that process has now been going on for over four years.
Cardoza met with council leader Tim Hadland on Monday and despite the councillor's vow to get the project moving, he was left disheartened.
He said: "It seems the only impetus in this process ever comes from Northampton Borough Council after the discovery of more, extended delays.
"We are well beyond the point where words alone are enough to offer us any consolation. However, if the Council deliver what Cllr Hadland has said is possible, then that offers us hope and encouragement for the future.
"We will continue to work with all parties at Sixfields to try and push the process forward. What is important is that we continue to work hard to deliver the best possible team on the field to entertain supporters."
