The idea is seen a compromise after proposals for the 'B' teams to compete in the Football League itself were given a clear thubs-down by supporters and clubs alike.
It is hard, however, to see what benefits the new initiative would bring. Pre-season friendlies such as Northampton's in 2012 when they played Chelsea Under-21's and Tottenham and West Ham XI's hardly had the crowds flocking to Sixfields and that is unlikely to change despite the supposedly competitive nature of a cup tie.
And allowing 'B' teams into the competition reduces the chances of a memorable day out at Wembley for League One and Two clubs. Walsall have sold over 20,000 tickets for the upcoming match against Preston North End and the day will showcase the breadth and depth of the English game at its best.
That would hardly be the case for a final contested by Manchester City 'B' against Arsenal 'B'.
Hopefully the proposal will be left just where it is, on paper.
