Both clubs are unhappy with the ruling as Scarborough wanted a straight £60,000 fee for their player whilst the Cobblers were hoping to snap him up a little cheaper.
Chairman Barry Stonhill said "Darryn Stamp is a player Kevan Broadhurst was very keen to sign,"
"We are both surprised and disappointed at this decision to set the fee at this figure, but the fee still falls within the budget that Kevan is working under.
"Irrespective of the proposed takeover, funds will be found to deal with the transfer fee."
